Francisco Loayza Romero is originally from the Central Valley of California.  Mr. Loayza Romero earned his Bachelor of Arts from the University of California at Berkeley.  Following his undergrad studies, he worked at the State Capitol for over a year prior to entering law school.  Mr. Loayza Romero graduated from California Western School of Law and earned his Juris Doctor with a concentration in Business Law.

During law school, he was the Editor-in-Chief of Law Review and interned for the Department of Business Oversight for the State of California.  His law review article, “The Remote Tippee Dilemma: Resolving Tippee Liability More Than Thirty Years After Dirks v. SEC” secured his induction into the National Order of Scribes for “Outstanding Legal Writing.”

Mr. Loayza Romero is experienced in complex construction litigation as well as administrative enforcement pertaining securities and franchises.  Prior to joining the Watkins Firm, Mr. Loayza Romero was involved in defending engineers and architects in high-exposure litigation in both State and Federal courts against claims of, among other things: breach contract, indemnity, negligence, intentional misrepresentation, conversion, and breach of fiduciary duty.  Accordingly, he is well-versed in topics ranging from delay damages to disgorgement of all compensation paid to unlicensed contractors.
