Francisco Loayza-Romero is originally from the Central Valley of California.  Mr. Loayza-Romero earned his Bachelor of Arts from the University of California at Berkeley.  Following his undergrad studies, he worked at the State Capitol for over a year prior to entering law school.  Mr. Loayza-Romero graduated from California Western School of Law and earned his Juris Doctor with a concentration in Business Law.

During law school, he was the Editor-in-Chief of Law Review and interned for the Department of Business Oversight for the State of California.  His law review article, “The Remote Tippee Dilemma: Resolving Tippee Liability More Than Thirty Years After Dirks v. SEC” secured his induction into the National Order of Scribes for “Outstanding Legal Writing.”

Mr. Loayza-Romero is experienced in complex construction litigation as well as administrative enforcement pertaining securities and franchises.  Prior to joining the Watkins Firm, Mr. Loayza-Romero was involved in defending engineers and architects in high-exposure litigation in both State and Federal courts against claims of, among other things: breach contract, indemnity, negligence, intentional misrepresentation, conversion, and breach of fiduciary duty.  Accordingly, he is well-versed in topics ranging from delay damages to disgorgement of all compensation paid to unlicensed contractors.
